Yes, I use more than one active sim so that I have more than one group. You can have separate group for each sim that you control.

Yes it does. I don't even have generic lots in my game, but I still made sure it was one of the options just in case I ever did. The venues I added as allowed are Chalet Gardens, Myshuno Meadows, museum, bar, night club, lounge, cafe, pool, ruins, ocean bluff, generic and Community Space (plus all it's variants). Plus of course the defaults that are already allowed, which are Wedding Venue, residential, beach and park.
