My thoughts are anything uploaded to the gallery are there for me to download and use in my game if I want. I don't like building houses it takes too long so I really appreciate those that share their awesome builds and hope they still do so so if they put please do not re-upload I think this should be honered by anyone that downloads it.
I think re uploading it and pretending you made it is wrong just like plagiarizing a fanfic or something like that. Technicaly you don't own it but still.
Now sometimes people upload a shell of a house and furnish it then re-upload it with their finished touches. Since it still says who originally created it I think that's fine. I guess it really depends on the siatuation.
