I normally just put together smaller words to make a new last name. Like Bearfield, Fairwood, Wooblershield. But some times I also switch just a couple letters to make them more unique; Dearfiels, Lairwoob, Dooblershielz etc. You can also use the naming generator in CAS and replace a couple letters. It's all about preferences, what kind of game you play (harry potter universe, science fiction, downton abbey-ish, simlish, world cultures-ish, etc. With a few exceptions I cling to English/American/European names, occasionally with a Simlish twist.
