I've always had good luck fishing them up at the fishing spot next to the big lot in Willow Creek (the neighborhood with the Spencer-Kim's) I once fished up two in a row which was a nice surprise at the beginning of a Legacy since they sell for $900 a pop. My Sim had the goofball trait (who always rolled a ton of mischief related wants) so I don't know if that had any influence or if it was just random luck but it's another spot to keep in mind if you're trying to acquire one without having to purchase it.
