Are you guys using mods or is there an underwater place hidden somewhere ?XD
Well, I'm actually using the T.O.O.L Mod by Twisted Mexi and Build Mode Custom Content from Spinning Plumbob. Some of the Custom Content (CC) are alternative swatches by Serinion. That being said, these aren't underwater but made to look underwater. Interestingly, you don't need to use CC to do this.
With the cheat BB.MoveObects BB.ShowHiddenObjects Debug Items and some build mode tricks, I created this template:Morning/Day

The time of day is because this room isn't entirely inside. The tiny half-tile I left uncovered makes it so the interior changes with the time of day. I then covered the half-tile with a Nanpunka Plant. Everything in the above screenshots are no CC, no Mods, and no extra anything to download. It's 100% possible with the Vanilla Game.
The following images are after adding the CC and using Mods with Andrew's Pose Player:Even with the custom content I used, it's still possible to do things without it. I just like having easier options.
