Well, I'm actually using the T.O.O.L Mod by Twisted Mexi and Build Mode Custom Content from Spinning Plumbob. Some of the Custom Content (CC) are alternative swatches by Serinion. That being said, these aren't underwater but made to look underwater. Interestingly, you don't need to use CC to do this.
With the cheat BB.MoveObects BB.ShowHiddenObjects Debug Items and some build mode tricks, I created this template:

The time of day is because this room isn't entirely inside. The tiny half-tile I left uncovered makes it so the interior changes with the time of day. I then covered the half-tile with a Nanpunka Plant. Everything in the above screenshots are no CC, no Mods, and no extra anything to download. It's 100% possible with the Vanilla Game.

Even with the custom content I used, it's still possible to do things without it. I just like having easier options.

I’m glad it helped. I honestly wish there was a way to explore an underwater world with merfolk or follow them when they dive under. The underwater world and family are two of the most important themes for merfolk and most merfolk stories and movies.
Right now, it’s possible to create an underwater setting and then use Andrew’s pose player to freeze the sims in place for a screenshot. However, I don’t want to mislead on the limitations. You can create phenomenal still images but animations are very different for a video recording.
I really do hope to see something you share. Even the screenshot still images can be difficult to capture.
Creating an underwater setting is very possible but the screen captures are a bit different. From my time playing merfolk on two different platforms, the PS4 and PC, I do know how things are different with custom content and mods.
For the PS4, I recommend looking at things more like H20, just add water, Mako Mermaids, or the Thirteenth Year.
On the PC, things like the Little Mermaid and depictions of Atlantica from the movies, tv series, and comics as well the Kingdom Hearts depictions of the World Atlantica are all going to be much easier to pull off on the pc with mods and custom contents. Many of my story screenshots cannot be achieved on the Console where modded content is impossible because it isn’t supported.
All that being said, there are very cool ways to approach telling stories on land and camera angles will be your friend if mods are not an option.
My hope is to one day get an underwater world for merfolk, and that’s why I’ve spent so much time pushing the boundaries of what is possible for that.

I kinda hoped there is going to be some underwater kingdom in the new pack 🙃
But according to some surveys, underwater world is on the top of community wants list, so there is still hope 😁
I havent even started with my underwater venue, I am trying to wrap up some old stuff first cause my gallery is starting to look like a graveyard of unfinished projects 🙄 I wont bet building anything too fancy, but your tips will sure help me alot =)
The only Merefolk I have right now are land merefolk ;p Ill post some pics later but its nothing exciting ;p
