Packs that revolve around family gameplay is something that I enjoy. I would not say that I have any favorites because everything I own adds to my enjoyment of playing the game.
Listed are the five that enhance my game:

This was a bit harder than I thought it would be because I like so many bits from each pack but I ended up narrowing it down to the ones that if I had to delete all my packs but five, I would keep these.

Growing Together and/or Parenthood. If I absolutely had to pick, I'd go with Growing Together since it comes with a world, even if it's not that great of a world.

1) Vampires - Supernatural packs always seem to have the fullest content for Sims 4, and this one started that trend. I love Magic Realm... and I would like Werewolves if not for their look, but it all started from Vampires.
2) Crystal Creations - Love everything about this theme.
3) Vintage Glamour - I use this stuff all the time, and butlers are a must-have.
4) Cottage Living - Solid EP and I am British, so I have biases.
5) Strangerville - Controversial, but the world just intruiges me so much. Strangetown was always my favourite Sims 2 world. The weird disease is one of the only creepy things in Sims 4, I am starved for unnerving content.
Runner ups are Paranormal stuff and Get-to-work (But not being able to go to hospital as a patient, and how under-developed aliens are keeps it down). - Horrorgirl6Seasoned Hotshot

It depends on if we are discussing EP's vs SP's vs GP's. These are mine in order
EP's
- Seasons - It would have been nearly perfect IF
- It had Deep Snow
- It had Fog & Pea Soup Fog
- It had Hail and Hail had consequences
- Each Neighborhood could have the Weather set by us for story telling purposes
- We get the above mentioned plus Dust Storms & Sand Storms
- Cats & Dogs
- Should have had more clothing options like Halloween Costumes that we could set
- Cottage Living
- Should have had Sheep not Llamas. Llamas would have been bette in Jungle Adventure
- Discover University
- Get to Work or Get Together - Kind of a Tie
GP's
- Vampires
- Needed a Cemetery though. Hopefully they'll add it in the next pack
- Bat NPCs would have been wonderful
- I missed Eclipsing Fog here, any fog actually
- Werewolves
- Not putting in NPC wolves and deer was a mistake
- Spa Day
- Realm of Magic
- I would have liked it even more with a Magic Shop and not Kiosks and the Magic Mirror back
- Dine Out - With Caveats
- It worked better
- You can hire family for job positions
- It works with the already existing Culinary Career
- We had a sub-category of restaurant types in the Community Window for example Restaurant - French Bistro, Restaurant - Greek Taverna etc.
- We got updates for new types of cuisines AND the specialty equipment to make the items (Tandoori Oven or Hibachi etc),
- Speakers with specialty music for different ethnic cuisines
- New Uniforms updates as well

Special Mentions - Packs I would have really loved but the fell short and why they did
- Island Living - I would have liked Island Living much better if we had these things IN ADDITION to what came with the pack

- Sand Sculptures were separate from Sand Castle building, Much bigger and had judging
- Oyster Shucking, Searching for Sea Urchins and food associated

- Would have preferred this in a European Setting rather than Japanese
- I would have placed it in Switzerland

- Would have preferred this in a European Setting rather than Japanese

- Shouldn't have had Nectar Making that should have been in Provence, France, Tuscany, Italy or Napa, California. That was a wasted opportunity and more appropriate for a romantic, art prominent area
- The gross nectars like trash ewww
- Instead of Nectar making I would have done Pottery or Weaving
- I would have added Blacksmithing and had a Ferrier to do work on Horses' hooves
- Unicorns
- The Sheep - Those should have been in Cottage Living and not the Llamas, those should have been in Jungle Adventure or I guess in this pack since they have Llamas in Southwestern states domestically
- I think it needed a few more cooking recipes
- I would have added one or two more obstacles, like the water kind
- I would have added the English Dressage clothing too not just the Western Wear for people who wanted to add Horse Farm in Cottage Living if they had the room or desire
- Coyote & Road Runners NPC animals would have been fun here

- Dust Storms

This is difficult because I think most packs bring something useful and needed to my gameplay, but if I had to choose just 4 packs to play with, I think I would choose these.
Seasons - changing seasons and the associated interactions and the calendar
Dine out - restaurants are I think the most used type of community lot in my game, and I think they help give more character to the neighbourhoods.
Cats and Dogs - pets and the world is lovely
City Living - Festivals, karaoke, world OR Eco Lifestyle - Community space lot type and the shopping, sales options

- Get Together - GT remains as my favourite EP because of the club system, world and DJ booth
- Horse Ranch - I waited for horses for so long and they're so worth it
- Seasons - weather changes things and adds depth to stories
- Werewolves - werewolves are currently my favourite occult and they need to be on this list
- Cottage Living - the world, simple living lot trait and chickens. Everything is so cute!
Honorable mention: Growing Together - this didn't quite make it to the list, but I considered it. I love the self discoveries and mid life crisis that expand the game for adult sims especially.

simsimsereI second the Simple Living Lot Trait! I use it and the Tiny Home Residential Lot Type (from Tiny Living) all the time - and often together!
