What Cheat Do the Sims Gurus use in LIVESTREAM?

So I saw several times in the livestream for seasons that they would adjust individual needs bars for sims. They just clicked on hunger or energy and it would change to wherever they wanted it to be. ...

I wish I had a cheat that allowed placing things off lots - in the general area that won't break the save. Like it would be nice to add swings to some of those areas, or bon fires and chairs on beachy areas - among other things if the Guru's have not already done this while building this pack - that is.
