What features don't transfer to other neighborhoods for you? You can vote on Neighborhood Action Plans and Community Spaces everywhere, play with Eco Footprints, and everything else with any world you want.
My guess is the trash. What is a dissapointment.
ETA I mean that the trash do not follow in other hoods.
