I personally think the whole teen thing is a slightly over hyped "problem" personally, teens aren't so out of the world different from an adult other than being in school, kill me for saying it but its what I think.
What I would like is for teens to look a touch younger and shorter and for them to get a few new animations for interactions to keep them distinct. They can definitely make them shorter enough that they can still be compatible with adult clothes.
To keep it as a list:
I think if we got Wants/Fears back it'd actually be a great push in making teens better, because its going to be one of the few ways to make their character matter as a teen. Fear's would play so well into their moods etc and it would also be able to mingle with sentiments. Why have the emotions system without a fleshed out Wants/Fears system? I'd also say, a pack of teen specific flaws as temporary traits.
At the moment we just have the parenthood stuff which is very basic states but I think Wants/Fears could play on a teen sim having a deep flaw.
Lets say,
-Anxiety
If the teen sim doesn't manage to beat this trait in their teen years it sticks with them, if they beat it then it doesn't give them anything other than a normal life and some aspiration points. Forced trait flaws would encourage people to engage with more of the parenthood gameplay seeing as its very easy to miss all those traits and wants+fears could be a big part of making parenthood more engaging. Ultimately, parenthood didn't give teens a unique teen characteristic it just gave them the chance to learn one for being an adult, it truly is a pack about being a parent not being a teen.
We usually see teens as being more problematic than adults in some aspects, so we need to force that on them in the game. Parenthood didn't fix anything as it was completely about parents embedding morals etc into their kids non of it was the children's own problems other than the mood swings.
If we were in the TS2 years I'd be confident they'd implement these negative teen traits alongside hidden results based on memories or actions they go through such as rather than just have anxiety in adulthood certain teen experiences would result in deep boldness and bravery forming from their teen anxiety or maybe just a normal life. Not everyone getting the same result from the same teen trait,

- Some unique animations for activities etc
- Some school party or event
- Different schools, girls, boys, boarding etc etc with different impacts
- Age group specific skill and bonus (like children have motor and get later life benefits for it) Or maybe an aspiration
- Actual school environment that isn't a rabbit hole (this would actually be where being in that age group matters)
- I loathe the clique system from TS3 as I thought it was just another way to stereotype people but perhaps "teen bullies"
- Curfew (Life time reward to break it freely, entering adulthood converts this into something else or returns points)
- Sneak Out
- Grounding
- Interactive school trips
- Learning skills in school
