What does it mean to release sprit into netherworld?

Question

I have two grave stones, and I want the ghosts to haunt my house so I can add them to my family, but the ghosts have not came out of them yet. When I click on a grave stone there's an option to  release sprit into netherworld. Does that mean to make the ghost start haunting your house, or make them stop haunting, and have them basically move on..? I'm pretty sure it mean to make them move on and stop haunting, but I just wanted to double check. Like I said, the ghosts have not started haunting yet. How long does that usually take?

It permanently deletes them in a way, after that is done you can only mourn or destroy no ghosts will come out for that you have to wait 3 night!

Or so I thought until another update deleted some deleted sim's pictures in the family tree.So don't delete them.
