Brazilian minimum wage is 900 reais. Thats 275 USD.
Is it fair ? 24 dollars is alot here, let alone 46.
Perhaps...
However, look at it from the companies perspective.
EA is based in the United States. Yes, we do have higher minimal wage, but we also have higher prices. House bills are really expensive. Medicare is crazy expensive especially if you're uninsured. (My dad had to undergo a minor surgery that would have cost him 80,000 had we not had insurance coverage. After insurance it was 5000 which is still a lot.) Education is not free. As a nursing student I pay about 10,000 in tuition each year.
It's not all sunshine and rainbows here.
EA needs to pay their employees too. And they need to make profit. They cannot just give away expansion packs for half the price just because a certain country is more poor that the US.
In comparison, Australia has the highest minimal wages in the world, $9.54/hour, do I now start demanding they give me a discount if I want to buy something from Australia?
I'm sorry but....Uruguay is a lot poorer than the USA. That's just how it works for a lot of things, the poorer countries pay less, it's always been like that. Us in South America have been paying the same price always, now they increase it a few days before without saying anything? Most of us probably can't afford the new price. People in the U.S have the 50% off at target for the game where as the poorer countries have to pay more. How does that make sense?
Maybe that's how they could afford the 50 % off  (sorry, I know it's not funny and I completely agree with you ^^)
