What has happened to lots placement in the worlds?

I've noticed that new worlds have more and more random lots placement. The lots are not connected to the road or even matching the area. Why? Examples: Why this lot is not connected to the road ...

So, that makes this kind of worse if they can actually fix this...and don't. The lots being off the road (in areas where that doesn't make sense) drives me a little nuts.
