The only thing you need to do is have a Sim eat three grilled cheeses in a row, then it will unlock and becomes selectable under the food aspirations. In my experience townies can spawn with this aspiration, but they'll still need to eat the three grilled cheeses in a row to properly unlock it and the related social interactions (which they need to complete the aspiration) - but you only need to be concerned with that if you actually want to play that townie.
