Once you do enough daily tasks, and yes there are SUPPOSED to be some you can't do, like yell at a tourist when there are no tourists, you need to practice analyzing, brainstorm on the constructor, or experiment on the chemistry station for the rest of your shift. That's how you get breakthroughs and, you need those to get promoted. Breakthroughs are how you learn to make more serums, do more upgrades to several items and such.
If you haven't been doing the breakthroughs, the tasks will get ahead of you because had you done them, you'd be at the level of the tasks.
