The only time I reasoned about it was during my legacy, I would say. In general, most of the neighbourhoods belong to the Sim Nation, its capital is San Myshuno (that I renamed Sim City). Early in the legacy the desertic areas (I don't have all packs, so Strangerville and Oasis Spring) became inhabited by aliens only (because of plot reasons) and obtained their independence from the Sim Nation, founding New Sixam.
More exotic places, like Sulani or Mt Komorebi, are used to represent separated Nations, and so that teleportation is canon in this setting (thanks, aliens!) my sims are travelling from one end of the planet to the other all the time.
Oh, and of course planet Sixam is a quite relevant location, too.
