I'd have voted sims 2, but then noticed that the pack title was in front of the image whereas for sims 4 its above it, which I think is clearer.
The new sims 4 design does the same, but the background colours are too bright, when put against the old white background the image becomes more prominent. With sims 2 you can see the background colours are specifically a different colour from any colour heavily featured in the image, so it makes the image stand out more - which for me makes it better than the new sims 4 design.
