What skills can be mentored?

Well, I know for a fact you can't mentor a sim in DJing. I learned that one the hard way.

If you play City Living, the landlord will be more than happy to mentor your sim in handiness

Is it possible to give a mentor although my sim is not maxed in those skills if he buys the reward?

If your sim buys the reward, your sim also needs to be at level 10 in the skills to be able to mentor the other sims,

I've never purchased the reward. Once my sims reach level 10 they start mentoring

Same here. I've never understood why that reward is necessary or better than not having it.

I wish newer skills would have a mentoring option. Like singing.

Sorry but it doesn't sound good because if my sim is maxed with any skill, then it will be available to give a mentor without that reward. The thing I'm curious about is how my sim can give a mentor in handiness to other sim. Is it possible when other sim works on the wood working table or ..? Of course my sim is level 10 in handiness.

I think that if you buy the mentor reward trait, the skill gain rate for the sim who is being mentored is much faster than if you mentor a sim without having the reward trait. This is what is written about the reward on Carls sims 4 site

Sims who reach level 10 in certain Skills (Painting, Fitness, Logic, Writing, Handiness, Instruments, Children's Creativity) may Mentor other Sims while they are actively working those Skills (like when at an Easel or Woodworking Table). The Skill Gains are enormous, with a Sim gaining Skill at least 4x faster than normal. This is an amazing perk for Dynasties and Legacies when the older Sims are able to teach the younger the Skills necessary to get promoted or simply advance in their chosen trade
