I've noticed a lot of weird outfits too. I think it's caused by a mix of holidays putting on weird costumes, celebrity disguises once they're at 3-stars or above, and fashion trends from the style influencer career.
As a storyteller Simmer, I have to make use of the "Ask to See Outfit..." option a lot to get them to change.
