My first Sims 4 playthrough Johnny Zest kept showing up. I didn't understand how neighborhoods work, that he was the only other person who lived in my neighborhood and everyone else is just a walkby, so he just kept visiting. Why was I continuously visited by this blonde wackadoo with the bad jacket?! He was... maybe not so bad. Kind of cute, really. His humor grew on me.

It seems you can't do that since he's already married, so I recommend moving him out of the neighborhood or a quick death.
