I agree with you about the urban settings. Not everyone enjoys playing in majority rural and suburban worlds. I know that I don't.
In the previous games, it wasn't an issue because I had the option to create or download worlds that better suit my preference. Since TS4 doesn't allow for that, there should be more urban offerings.
It would help if there were worlds that provided true adjoining lots, for example. (Not pretend ones like in EL, DU, and GF.) Also, lots should be updated so that a wall or a fence can be built right on the boundary line. That would allow players to create functional row houses. I'd also like the opportunity to build higher.
