Being that there wasn't anything left in the queve to cancel... that glass of water was apparently hers for life. I had to exit the game, and re-enter to fix the issue.
I've seen this before, with Sims trying to sleep when something is stuck to their hand, but with an empty plate instead of a glass. Incredibly annoying.
Resetting them using testing cheats worked for me.
That said, you should be able to play without having to fall back on testing cheats at all.
