I'm fine with the kit concept at the $5 price. If they go up in price, they become less interesting. I don't think I need to buy every kit at all or even right away. Since they only contain a small amount of focused outfits, the question becomes literally, "How many of these objects do I like and would I actually use? Does anything in this make me really want it?" I'm guessing some people will just buy them all to have them. That's their choice, but no, I'll need to like enough of what is in the kit to be interested.
Right now I'm guessing that they are trying to have dedicated audiences for some of the new kits. It may also be a way of selling content at a slightly lower price for some cultures such as Morocco and Mumbai based on recent kits. Anyway, as long as they make other packs, kits are fine. If they want to do a kit sale as well, that's cool with me. Yes, I think they need to add new gameplay as well but kits are better than no content and may be a way to reach players who want to add more in a specific area such as building, fashion or specific objects.
If you want what is in them, get them. If not freely ignore them, in my opinion.
