Usually it revolves around what the parents are into like for example right now I have a couple that are both carpenters and own a little shop where they sell their creations. If I made a sim with certain culture in mind I usually go online and check for names in that specific culture and their meanings.
In CAS, I name them with whatever I find suitable, usually is the last thing I do once the sim is made and has its own style.
I definitely wait till I've finished all the CAS before a name, I find it changes so much and they don't look like the name you might have initially given them by the time you're done.
