~When I Reset My Game...~

When i reset my game (remove the folder and then start a new game etc etc) ..what does it actually mean? What does this reset in my game? One of my sims who is working as a conservationist had managed to activate all of the global policies yet when i continued playing after resetting my game all of the policies were gone.

Also, if a sim (conservationist) quits his/her job, what happens to the policies? Will they stay active? Because when a sim i played for a while quit her job, all the policies she had activated stopped working...
