My Sims propose wherever they happen to be when I decide. It's often in the hallway at home or outside a lot I'm visiting. I also elope a lot. When I decide to spend the rest of my Sim's life with someone, I want it to start right now! Not a great idea in real life, but in the Sims, I can do what I want!
