There are only a few packs where I noticed a difference.
seasons: my old pc had more lag when it snowed. Turning off snow in the options could be a solution to keep the rest of the EP functional
Eco lifestyle : the lighting for the green eco footprint seemed to slow down my pc. Again the solution is to turn it off in the options. I was never interested in this particular feature so I still have it turned off on my new pc.
Cottage living slowed down the cooking menu because it comes with the Simple Living lot challenge. Not sure if this is the pack or the patch
I think in general it is many small that make a big effect. Singling out one particular pack is difficult. But everything together is a lot.
What causes most lag to be honest is lots with a lot of items and many items in a sims' inventory. There are a lot of pretty builds out there that look great but are so overdone with clutter that they are unplayable. Having such a lot in the neighbourhood without it being an active lot could already slow down things. According to some youtubers, I think deligracy mentioned it, even the amount of different wallpapers in a single build can even make a difference in performance.
