As much as I miss curfew in Sims 4 with actual consequences with the cops bringing them home I don't really think it would work in Sims 4.
It could totally work. They can use the arrest animation from Get to Work on a cop NPC and the teen in question, and teleport home instead of the police station with a notification saying the parents called the police because they couldn't find their son in the house at 3am.
