Why can't cat ears be seperate?

So I was contemplating getting the cats and dogs expansion just for the cat ears... then I found out that it was part of a hairstyle... not a "hat" like I had hoped. :(

While I know there are mods to address this, I'm on xbox, so... yeah.

Just saying it would be nice if we could have cat ears separate from the hair. That would be nice.
