I have gotten this too a few times. A bit annoying. I solved it by first saving them one by one to my library (making sure they had no family relations with the CAS cheat) and then added them to CAS again one by one in a new save. I was then able to edit the household like I intended too.

I evicted the current active house and moved in a copy (with the fixed relationships) from the gallery. It kept all the skills, but not the relationships with NPC Sims

It is good that you were able to move in to your game a gallery copy of the household with the fixed relationships.
It kept their career progress as well :)
