Why do my toddler sims have NO whims at all? Please Help!

My adult sims have whims just fine, but trying to play a mother and toddler daughter that I created in CAS, the mother gets whims for all kinds of things, but the toddler NEVER gets a single whim!?! ...

@GalacticGal well, I tried what you suggested, and toddlers still aren't getting any whims, so I posted on the help page...

But thank you again for trying to help me out!
