As far as I understand it can give you powerful moodlets, but ever since I discovered the thing when I first played City Living back in 2016 I have never allowed my played sims to use it.
I do like that sims look at the thing and react in disgust, but that makes it even more weird seeing sims use it at autonomously at the festival.
eh...whatever, just one of the more weird things that Maxis have added to this game. Like the helmet from Get Famous, I have never used that thing either.
