Basically, it is a PG version for your Sims getting high. It was usually used in parties, but I think you could get one. It makes your Sims happy, and is considered a group activity.
I was amused when they brought it into Sims 4.
LOL, yah, it amused me too. I get where the inspiration for adding it came from, I just was saying it doesn't really have a point because sims never use it, at least in my game. Other than at the san myshuno festival, which @Crocobaura politely reminded me of.
No worries now though, I identified all of the community lot locations where I have one and have set up clubs with bubble blower use as a club activity, so that when my played sims visit the locations there is at least some likelihood I'll see them in use.
A shame the one in the Uptown neighborhood never gets used though.
