No, it isn't an odd happening, it is either an oversight or a poor design choice. Vampires will autonomously drink purchased plasma packs and the free ones from the mail (registered vampire lair), but they will not autonomously use the homemade plasma packs, nor consume plasma fruits, nor make themselves plasma fruit salad or plasma janes nor feed from an available sim when their thirst hits yellow. By design, the developers put the burden of taking care of vampire thirst on the player and if you are not pleased with that choice, then I suggest you voice your displeasure over this here.
