The game is so messed up that way. Emotions, skills and objects have more weight than traits and will dictate a Sim's behavior, overriding the personality a player tries to give them. After five years, it's more evident than ever because the more "things" get added to the game, the more behaviors stay the same, if that makes any sense.
I suspect that the traits were one of the last things worked on for Sims 4 before the base game was rushed out. It's just my own theory, but I think it's why they sort of float on the surface of gameplay and don't pull any weight. The game mechanics weren't built around them, they were built around the game mechanics.
