It doesn't normally snow in deserts in real life so it would be weird if it did it in the game. If you want to experience snow so much you could just move your family to a more varied weather world.
I was a little disappointed when they announced Island Living because I was hoping for University but I soon got over it. The tropical world we got is beautiful and I enjoy most of the packs features. Mermaids could of been a little better but that's hardly game breaking for me.

Generally I'm happy with anything we get that is new cause no matter what theme the packs come with I can usually find enjoyment and use from something in most of the packs. I was not impressed with the idea of a Moschino pack myself but after watching xurbansimsx preview video yesterday I am now quite excited for the pack. It's got some really nice new items and I'm sure I will enjoy new career as well. :)
