Players suggested to me when I couldn't seem to get my Sim to the second star, that it was necessary for my Sim to do the fame + interactions in front of other Sims. I started selecting those 7 Sims to come along whenever he went somewhere, such as the lounge in Del Sol Valley. Even though the Proper Star would often come along and suck all the stardust out of the air, my Sim persisted. Using the drone to live-stream also gives an audience. I have him update his blog and update his media (whatever the second one is called) so that he keeps in touch with his fan base. He has to use the music machine to churn out songs. I have him write songs and put them out on the cloud so he can license them. I make sure he signs autographs and takes Selfies with fans.
I'm not sure any one interaction will give more fame than the next. I think it's a combination. As one player put it, it's all about exposure. Sims need to see your Sim perform. Don't give up. It's hard, but it's satisfying when your Sim makes it.
