Why is there a huge Penny Pizzazz on the side of a building - ie specifically why?

The thing that bothers me is she doesn't even have a social media profile. If you play her, she's supposed to get 10,000,000 followers for the next promotion, but she's starting from scratch with no profile and 0 followers.

That’s the first thing I didn’t like about her, even before I knew about her being a horrible neighbor!
