Why is there still only 3 trait slots?

The traits have surprisingly little effect on a character, apart from a mild influence on what makes a Sim happier, or perhaps bonuses like being able to eat rotten food.
There's only so many traits that it's even WORTH having. I think it would be better to fine-tune the effects that Traits have rather than having to add the ability to have more traits.
