Why is there still only 3 trait slots?

Because everything in Sims 4 (ok, to be fair not everything but almost) is a mayor setback. Sims 3 was so much better. Idk maybe they scaled everything down including gameplay and traits in attempt to make it more stable and playable on low end computers? i don't see any performance gains on ts4 compared to ts3 though and I haf a ton more stuff on ts3.
