Why is this happening in build mode?

To have a fence without the foundation on it, you'll need to draw the fence starting at a point AWAY from the house and draw towards then attach to the house. If you start the fence from the house going out it'll attach the foundations to it and then you can't use gates.
I hope that makes sense, maybe someone else can explain it better..

If the house is on a foundation, and you have a fence in front of the house and its enclosed it will have a foundation to. so the gate needs to have at least two or more squares in front of it to be able to put a step. sims wont use it without a step. I see you have no foundation, either you deleted it or it isn't fully enclosed. delete the fence and gate and do it again. mind you if money is short you could do with that money.

of course you can have the foundation all the way over. you find garden foundations under the walls,

Here is a work around for adding a gate to a fence on a foundation. There are no cheats, and the gate works!

This is why so many respect and admire your skills as a builder @ehaught58! I don't use fencing very often so had no idea this was possible, but it's great to know for any future foundation fence builds I may attempt. Thank you so much for the tip, very much appreciated! :)
