Why this game runs so bad?

This game was always a PC only game, i mean, you had and you still have console versions but this game is not a console port, it is a PC game and as such it should be optimized for PC hardware, but even with this it runs like ass. I'm playing right now and the FPS is all over the place, it goes from 60 to 50 to 45 to 33 to 48 to 52, holy sh**! Why? I don't understand why it runs like this.

My PC specs are:

Ryzen 5 2600 (it's a six core CPU that goes to 3.8GHz)
16GB RAM DDR4 2666MHz
GTX 1060 6GB
And the game is installed on a HDD Western Digital Caviar Black (7200RPM), one of the best HDDs of the market.
Also i'm playing at 1366x768 which is a ridiculously less demanding resolution than 1080p.

Also i'm not a middle-aged woman who only uses facebook, so i know my build, i know my PC and i have more than average knowledge about tech stuff related to PC gaming, i built my own PC. I'm using the x64 version of the game. So, does anyone know why this thing run so fu****** bad and what can i do to fix? All i want is steady 60fps.

On my laptop I can only run Sims 4 at all minimum settings. On my desktop, I did buy a few hardware upgrades, not for this game, but I can run it at maximum settings. (took me nearly 2 years to build this PC)

It's true that this tweak is meant for those of us who run on gaming rigs but it is ALWAYS worth a try if you know how to back up the original graphicsrules file. The tweak makes the game look a lotbetter and run as it should on a gaming rig but a decent laptop should handle the tweak too as it removes stuttering.

Some neighborhoods are just susceptible. Like that 64x64 lot in Brindleton Bay. On the other hand, perhaps you want to check the service and background program. I found many Windows services that take a toll on harddisk usage and significantly make my computer slower.

Maybe you have some un-optimised cc?

intel core i7-3820 (4 cores, up to 3.4 GHz)
Geforce gtx 980 4gb
16 GB ram

and I have steady 60 fps on ultra, I also use the HQ mod
