I thought the reason Sims 4 doesn't have open world was to make the game run smoothly. I am not sure if I believe the smaller number of lots is to benefit the player. Perhaps they simply realize people will buy a game pack just to get more lots in their game.
If they continue on their current course I wouldn't be surprised if the Sims 5 base world only included one house, a gym, a bar and a library. I miss the giant worlds from Sims 3.
