I don't understand what you mean? A friend with benefit arrangement is a type of romantic interaction, if you take "romance" to be a more child friendly word than "sex" and to lump it together with "love". It's like how we use the word, "love" in English but "love" covers different types of feelings in other languages like agape, eros, philia, pragma, storge, mania etc in Greek.
I think the issue with your suggestion is that if you remove flirt and kiss from romance then you would have to put it in some other category. No doubt this would mean that it would be less friendly towards younger players and would need to a higher age rating.
I think it would be better if you consider that most people over the majority of human history have considered kissing and flirting to be inherently romantic.

I don't understand this woohoo partner thing at all. I had a sim ask her boyfriend to be a woohoo partner, he turned her down and that gave her a negative moodlet. I figured it was another glitch from the update. Now you're saying that sims refuse to woohoo BECAUSE they have romantic feelings??? That's pretty strange.

I seriously doubt adding more options for woohoo partners would change much. Kissing and flirting are not always tied to romance. This isn't a Disney movie. This is the sims.

I think people are getting confused about what a woohoo partner is, and I'm not talking about all the complexities of real life situations because I don't know or care really. But this is the sims and I imagine a woohoo partner is just that, someone you woohoo with cause maybe your sim is bored or a playboy type but they have zero romantic feelings. A boyfriend in my mind cannot be a woohoo partner and I don't understand why he would? They should have deep romantic feelings for eachother that goes beyond woohoo.

In regards to the poster above her boyfriend was probably highly offended that she would suggest he be a "woohoo partner* where is the slap option??

I never said my sim was female and I never said they developed romantic feelings prior to becoming woohoo partners. In fact, the sim in question started declining after developing romantic feelings. I also tried having the other sim ask my sim and the results were the same.

No I was referring to the poster above who said her sim asked her boyfriend. But I'm a bit confused on what you are saying exactly. Sorry I can't be of more help. Maybe someone who tried it out will have better answers!

So Sims won't kiss somebody they don't have romantic feelings for, but they will have sex with them?

I guess that's kinda like that popular x-rated mod that I don't think we're supposed to name here.

Sims will have sex with another sim, but then get rejected when they ask for a kiss. Can you imagine how insulting and offensive that would be to a woman if a guy rejected her kiss after woohoo in real life? (I made my sims yell and insult sims that did that to them, because it's more realistic. )

Now your sims can experience the same insult without a mod! Woohoo and get rejected for wanting a kiss !

I mean irl there are folks who won't do kissing with their one-woohoo-stands or woohoo buddies as some people consider kissing too inclined to romance. Not all folks, but some.
