Yeah, agree and that would work for the most part, only trouble with that is that it gets a bit awkward around stuff like city packs.
A lot of people wouldn't be bothered but a lot of others would be mad if they just paid 40 bucks for their sims to live in a city, and then another city comes out at 10 bucks. It's awkward territory. Otherwise there's no reason for any to not be base game
