I run TS4 from a i5 7th gen laptop with a GTX 1050 and 8gb ram. it can run the game on maximum settings, but i've had to tune it down a little because the cooling solution i have can only do so much before the laptop gets to such a point it overheats.
the exhaust ports are in a very awkward place, so i've had to make do with reasonable settings that keeps almost everything i want to run the game without sacrificing on actual experience or performance. DLC's haven't effected the laptop at all, it is running strongly for over half a year now without issue.
