I think a good compromise here is the team chooses a pack theme, creators make the items, but the Sims Team is the one who implements the pack, so theyre the ones who sell it (with all profits going to the creator), but Maxis/EA are repsonsible if things breaks, and the creator can retire if they want.
Something like the rustic wedding pack, but EA does the official release, but the creator does everything, except put it on Origin and keep it updated.
