Just so you know all rights to the Sims belong to EA - so CC creators nor even devs have rights to anything made for the Sims. You can buy rights if EA wants to sell any to make thing in the manner you so speak but you cannot sell rights to EA seeing they already own them all. Check the tos regarding EA's games. No creator of Sims content owns any rights to that content - nor can you legally charge for that content.
Here, you have to apply to use their product - maybe this will help -

@Writin_Reg Lego owns all their products, but the contestant give them the right to use his intelectual product created using their tools. You get what I mean? In The Sims case i think they would work as developer, but not a hired one. It worked in Cities Skylines, thats why I think it could work in The SIms...
@Katlyn2525 I think that in the future the computers will handle better a lot more objects and other stuff like CAS stuff than Sims 4 does. And, yes they get around it by asking for donations, but they don't have full access to all game developing tools used to create Sims 4, for example.
@NorthDakotaGamer It would still be free, only one or 2 would be officialized, undergo a treatment to polish it and be released. All the rest would be for free.
