Also thought of another view. EA does not promote cc or mods because of the risks that are involved. There are some people who do not mess with cc/mods, and then there are people who accept the risk.
The group of people who accept the risk, already receive what they want: custom content. This group probably carefully chooses their content, because if not then they have real issues with their Sims. If they spent extra money on expansions/packs, they won't be too happy knowing their game has messed up. This group gets what they want for FREE. The only difference between now and if EA added cc packs is that it would be officially a part of the game, AND this group would now have to pay for the pack. A pack that has to be TOP QUALITY for EA to accept responsibility. Now, the cc creator of the top quality content previously made cc/mods before for free. That means the content probably worked fine and players did not have to pay. Why would the group who accepted the risk pay for a cc pack that they previously received for free and that worked perfectly fine, created by that top quality cc creator?
I would like to think: If I was a part of this group who accepted the risk and got content for free that worked fine, I would probably not purchase extra cc packs from EA. Why spend more money when I got it for free before? I'm sure there would be some people in this group who would still buy the cc packs, but there would still be some (and possibly majority) who wouldn't.
Then there's the group that does not use cc/mods. Some people in this group would purchase the cc packs, (hypothetically speaking, that they would be safe because EA would be promoting), some people would still be skeptical, and then there's some people that still wouldn't purchase because (i.e. it's pointless to them, not appealing, no funds, etc).
Specifically looking at the poll here, (even though polls aren't entirely accurate, they're still pretty reliable and give an estimate), majority of people are against cc packs. That alone leads me to believe it would be very difficult for EA to cover expenses, let alone make profit.
