The more I think about it the more I'm inclined to say more lots. If it takes more worlds to get them then so be it, but what is really needed is more lots per world. And not just pre-set ones, either, but the ability (as in TS2) to decide for ourselves what size(s) we want and where they go. As has been pointed out, everything feels too cramped, too restricted. To take the mentioned Strangerville as an example, I get it that it's a small town, but even small towns have more inhabited places that what EA gave us. More of the space given to artwork houses should have gone to useable houses, some of those stores should have had apartments above them, there should have been more community lots, blank lots, and the option to - once the mystery is solved - use the lab for other things. I live in a place so small there is not even a single traffic light and I've seen more impressive downtowns on a model railroad layout. Even so, I have more than 4 neighboring households.
